Controversy Surrounds Uniform Civil Code Bill in Uttarakhand Assembly

In a recent development in Uttarakhand, the Uniform Civil Code (UCC) has become a contentious issue as Samajwadi Party MP ST Hasan voiced strong opposition, claiming that the proposed bill is against the tenets of the Quran, the holy book of Muslims.

“We won’t abide by it (UCC Bill) if it is against the ‘hidayat’ (instructions) given to Muslims in the Quran. We don’t have any issue if it is as per ‘hidayat’,” Hasan told PTI, highlighting the concerns within the Muslim community.

The UCC bill, tabled by Chief Minister Pushkar Singh Dhami, fulfills a promise made by the Bharatiya Janata Party (BJP) during the 2022 assembly elections. The bill aims to replace personal religious laws governing various aspects, including marriage, divorce, and inheritance, once it becomes law.

Despite the clear BJP majority in the state assembly, the controversy has sparked debates across party lines. The Congress, while expressing support for the idea of a Uniform Civil Code, criticizes the manner in which the bill is being introduced.

“We are not against it (Uniform Civil Code). The House is governed by the rules of conduct of business, but the BJP is continuously ignoring it and wants to suppress the voice of the MLAs based on the strength of numbers,” stated Leader of the Opposition Yashpal Arya. He emphasized the right of MLAs to express their views on various issues during the Assembly sessions.

Former Uttarakhand Chief Minister and Congress leader Harish Rawat accused the state government of rushing the bill without following proper procedures. Rawat expressed concerns about the lack of a draft copy and called for a more thorough discussion on such a significant legislative proposal.

“No one has the draft copy, and they want an immediate discussion on it. The central government is using a sensitive state like Uttarakhand for tokenism; if they want to bring UCC, it should have been brought by the central government,” Rawat told ANI, highlighting the urgency and sensitivity of the matter.

As the controversy surrounding the UCC bill continues, it remains to be seen how the state assembly will navigate these differing opinions and concerns to pass this significant legislation.
